Since 2024, OPD has partnered with the City of Great Falls to update its Growth Policy into a forward-looking Land Use Plan fully aligned with the Montana Land Use Planning Act (MLUPA). Drawing on our extensive experience across Montana, our team developed realistic land use scenarios, a Future Land Use Map, and a framework that translates community priorities into clear, implementable policies. This effort has been defined by an unprecedented level of public engagement, made possible by the City’s commitment to a broad and inclusive community-driven process. Now in its final stages, the plan honors Great Falls’ strong connection to the Missouri River; its hardworking small-town character; and its desire to grow with intention, welcoming new opportunities while staying true to the values that make the community unique.
