OPD has been working with Maui County to conduct a comprehensive audit and update of the countywide zoning code. The audit is complete, and the project is now focused on updating the zoning. Prior to this effort, Title 19 had not undergone a full review or rewrite since the 1950s. The project has navigated a number of unprecedented events—including COVID-19 and the Lahaina fires—requiring thoughtful adaptation along the way. In 2025, the effort was reimagined and reinvigorated to draft updated zoning regulations that better serve the County and reflect the unique needs and values of the islands.
